I think Web 2.0 is first of all related to collaboration and content sharing between web sites. http://en.wikipedia.org/wiki/Web_2.0

There are 6 core principals of Web 2.0:

1. usage of Web as platform
2. Harnessing Collective Intelligence
3. Data is the Next Intel Inside
4. End of the Software Release Cycle
5. Lightweight Programming Models

If we talk about platform core Web 2.0 platform is Web. 
And I was under impression that majority of Web 2.0 apps in the world developed using something called LAMP stack (Linux, Apachi, MySQL, PHP)
